Unemployment is harmful
because it imposes cost on society.”The cost of unemployement can be
categorised 3 headings; first of all social cost of unemployement;many of the
longer-term unemployed become bored, lose their friends and suffer from
depression.Secondly;the cost of both voluntary and involuntary unemployement to
the exchequer is more readily quantifiable than the social cost. And third so
far as the economic cost is concerned, unemployement represents a waste of
sources and means that the economy is producing a lower rate of output than it
could do if there were full employment.”1(Cassimats
P.(1992) A concise introduction to engineering economics,E&fnspon,London) High unemployment rate in a country leads to social and economic
problems in the society as a whole. Economic problems result in less production
of goods and services, less distribution of income, loss of tax revenues, fall
in GDP rate.Social problems cause’s social ills and shows effect on individuals
financially and psychologically.

Some people in Turkey are
unemployed despite being in the working age and desire.Unemployment brings with
it both economic and social negative consequences in terms of the individual
and the society in which he lives. In this respect, unemployment is a matter
that is closely related to individuals and society. The unemployed and the
importance of enough social unemployed population yet a lack of economic
security in Turkey is further increasing.

In Turkey, the population in the age 15 and above are considered to be
active and of these housewives, students, retired, elderly or sick, seasonal
workers and so on outside the workforce. In 2015, the total labor force in
Turkey and their 29 million 621 thousand in the number of unemployed was 3
million 057 thousand people. The ratio of the unemployed population to the
workforce was 10.3% .Turkey labour force participation rate was 51,3 employement
rate was 46,0.Age group of 15-64 labour force participation rate was 56,1 and
unemployment rate was 10,5.Yough population(15-24) unemployment rate was 18,5.Considering
the distribution according to age groups of the unemployed population in Turkey
is the most populous age group 20-24. This is followed by the 15-19 and 25-29
age groups. The sum of these three groups, namely those aged 15-29, brings 62%
of the unemployed population to the scene. After the age of 30, the rate of
unemployed is gradually decreasing.

In 2016,the total labour force in Turkey and their 30 million 330
thousand in the number of unemployed was 3 million 330 thousand people. The
ratio of unemployement population to the workforce was 10,9.Turkey labour force
participation rate was 52,0 employement rate was 46,3.Age group of 15-64 labour
force participation rate was 57,0 and unemployment rate was 11,1.Youth
population(15-24) unemployment rate was 19,6.Age groups with the highest
unemployment rate among unemployment rates according to age groups are age
groups 15-19 and 20-24. The age group with the lowest unemployment rate is 65+
age group. In addition, in this case is of great importance in terms of where
to focus labor market policies and policies to facilitate the entry of young people
into the labor market

Turkey has a young
population  with the problem of
unemployment most affects teenagers. Unemployed people are particularly
concentrated in the 20-24 age group after education and military service, and
for the first time job seekers are an important issue. About one third of the
total unemployed population in Turkey is the 15-24 age group. It is possible to
state that the country’s economy can not use its young population and that this
population remains idle.

Turkey has a young
population it is a  most important
advantage compared to many other countries. However, due to not create of jobs
in this young population, the youth unemployment rate reached a high level of
18.5%.Youth unemployment in Turkey, the country’s economic, demographic and
structural factors are linked to. In addition, the fact that the
competitiveness of young people is weaker than adults is another factor in the
labor market.

The most important step
that can be taken to remove unemployment is to create employment. It is
possible to do this by creating an area suitable for the increase of
investments. The opening of new job fields in the fight against unemployment
and the reorganization of the education system towards the business life are of
great importance. In addition, the prevention of immigration from the city to
the city may be a step towards reducing unemployment rates.

As a result, unemployment
is a problem in a country that significantly affects the individual, society and
the economy. You can get rid of this problem simply by following the right
policies. There are also countries where unemployment can be kept at 1% or 3%,
besides 30%. Unemployment, which is the problem of developing countries such as
Turkey, can be eliminated to the greatest extent.

On the other hand, young
people entering the labor market constitute a separate problem. It is also
difficult for young people to enter the labor market if they prefer to employ
new and experienced workers instead of young people, who are generally
specialized, have a military position for men, rather than young people.
Another important factor that is effective in youth unemployment is that the
education systems in preparation for business life do not have a sufficiently
favorable structure. This negative situation affects the employment situation
of young people negatively in the recession periods of the economy while the
welfare levels of the country’s economies are high, ie when the demand for
labor is high.

Indicators show that
education  is not enough to solve the
problems of youth unemployment in Turkey.A recent graduate in Turkey, the
number of employment opportunities for the young workforce in high school and
higher education have taken quite low. For example, 18.5 percent of the young unemployed
in the 20-24 age group are university graduates.
